Youth led the way: the ICJ has spoken, the law is clear — now the world must act

The climate crisis is a lived injustice, hitting hardest those least responsible. The historic ICJ Advisory Opinion on climate change — driven by those most affected — clarified States’ legal duties and obligations. Now, the herculan task is turning that clarity into real-world impact. The upcoming United Nations General Assembly resolution, led by Vanuatu, is a political momentum that must be seized.

Strategic climate intelligence and preparedness

The overarching message from this year’s Munich Security Conference was clear: climate change is not a backdrop to security or humanitarian work, it is part of the operating environment. The question now is whether we can act on what we already know before the next shock removes our room to manoeuvre. Strategic preparedness begins with closing the gap between institutions that already possess much of the necessary data and improving the synchronization between foresight and decision-making.

Sie müssen auf die Klima- und Biodiversitätskrise reagieren, Schulden begleichen, Ungleichheiten ab- sowie soziale Sicherung ausbauen und in öffentliche Infrastruktur investieren. Zugleich entgehen ihnen durch Steuervermeidung, Gewinnverschiebung und schädlichen Steuerwettbewerb jedes Jahr enorme Einnahmen. Der Verhandlungsprozess zur UN-Steuerrahmenkonvention ist für sie daher von besonderer Bedeutung.

Ob die Bundesregierung ihren menschenrechtlichen Verpflichtungen umfassend nachkommt, wird die vierte Universelle Menschenrechtsprüfung Österreichs (UPR) am 23. Jänner 2026 zeigen. Die AG Globale Verantwortung möchte Journalist*innen in der aktuellen Weltlage dazu anregen, auch aus entwicklungspolitischer und humanitärer Perspektive über den UPR zu berichten und hat daher dreiseitige Hintergrundinformationen zusammengestellt.

Zivilgesellschaftliche Impulse für eine gesamtstaatliche Afrika-Strategie

Mit der geplanten gesamtstaatlichen Afrika-Strategie greift die österreichische Bundesregierung ein Vorhaben auf, das seit 2018 mehrfach angekündigt, aber nie abgeschlossen wurde. Für gleichberechtigte Partnerschaften mit afrikanischen Ländern ist dieser Schritt zentral. Aufgrund der bislang begrenzten Einbindung der entwicklungspolitischen und humanitären Zivilgesellschaft in Österreich hat die AG Globale Verantwortung nun ihre Impulse an den zuständigen Abteilungsleiter im BMEIA übermittelt.
